Professor Balogun was born in Abeokuta on October 19, 1953.He is a Professor of Animal Nutrition in University of Ilorin, who obtained his Bachelor of Science in Agricultural Biochemistry and Nutrition from the University of Ibadan in 1975 and a Doctorate also in Agricultural Biochemistry and Nutrition in 1979 from the same University. He joined the University of Ilorin as a Lecturer in 1979 and was appointed a Professor in 1987, at the age of 34.

Professor Balogun is known for his efforts in Internally Generated Revenue (IGR) for the University of Ilorin where he was a Member and Alternate Resident Chairman of the Council Monitoring Committee on Revenue Yielding Outfits from July 1997 to May, 2002, during which time the IGR of the University rose from N16m to over N200m. Between 1989 and 1992, Professor Balogun was a member of the Presidential Task Force on Alternative Feed Formulation for Livestock, and in 1990, he was a member of the NUC Accreditation Panel to the University of Agriculture, Makurdi. He has since 1989 been a Consultant to the Raw Materials Research and Development Council and was Team Leader on farm assessment of least-cost alternative layers in Kwara State in 2002.As astute scholar and administrator, Professor Balogun has over 60 publications in local and international journals to his credit.Professor Balogun is married with children.
