INVITATION FOR EXPRESSION OF INTEREST (E.O.I) FOR THE REVIEW OF FUNAAB MASTER PLAN
- INTRODUCTION
The Federal University of Agriculture, Abeokuta (FUNAAB) Master Plan was developed based on the National Universities Commission (NUC) Guidelines and approved as of 1991. Since the approval of the Master Plan, several demographic, physical and structural developments have taken place making the review of the plan inevitable, hence the call for Expression of Interest (E.O.I.) for the review of the University Master Plan to cover the period 2025 – 2035.
- SCOPE OF SERVICE
The existing Master plan consists of 10 chapters covering: the Introduction, University Philosophy and Administrative Structures, Environmental Survey of Permanent Site, Population and Space Projection, Master Plan, Transportation and Infrastructure, Architectural Design Guidelines, Landscape Design Concepts and Guidelines, Development Cost and Phasing as well as an Implementation Strategy.
A detailed site investigation was carried out before the existing Master Plan was developed. Physiographic and perceptual analysis of site was made. Detailed soil investigation was conducted. Topographic Survey is also available. The existing master plan consists of detailed study of alternative sources of water supply to the University and has made proposal on services such as: Roads, Electricity, Telephone, Drainage, Refuse Disposal etc.
IMPORTANT AREAS OF REVIEW
Important areas the review of the University Master Plan will cover include the following:
- Updating of the existing land use map of the University in digital format.
- Developing of new physical development proposal.
- Development of new land use and service (Roads, Electricity, Telephone, Drainage, Refuse Disposal etc.).
- Phased Development Plans
- Implementation Strategies and Cost elements.
THE REVISED MASTER PLAN
The Master Planner will be expected to propose a reviewed master plan to comply with:
- NUC Guidelines and Standards.
- The peculiarities of the Federal University of Agriculture, Abeokuta.
- The limited funding Universities are currently experiencing. The implication being that the master plan proposed to the University shall be one that can be implemented within current budgetary constraints.
- The University base population, which is 21,000 in 2024 and growth rate of 10% is envisaged till 2035.
- ELIGIBILITY CRITERIA:
Interested bidders are required to submit two (2) bound EOI documents duly signed, paginated, separated by dividers and arranged in the order outlined hereunder:
- Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Forms CAC2 and CAC7, or Business Name where applicable
- Evidence of Company’s Tax Clearance Certificate for the last (3) years till 31st December 2024, with minimum average annual turnover required is
N100 million. - Evidence of Pension Clearance Certificate valid till 31st December, 2024 (this requirement is only applicable to bidders whose number of staff is 15 and above);
- Evidence of current Industrial Trust Fund (ITF) Compliance Certificate Valid till 31st December 2024.
- Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2024.
- Evidence of firm’s registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31st December 2024 or valid Certificate issued by BPP
- Evidence of firm’s registration with relevant professional bodies e.g. TOPREC (Town Planners Registration Council of Nigeria), ATOPCON (Association of Town Planners Consultant of Nigeria) or any other related regulatory professional body(ies).
- Sworn Affidavit: –
- disclosing whether or not any officer of the relevant committees of the Federal University of Agriculture Abeokuta, or the Bureau of Public Procurement is a former or present Director, has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
- that no Director has been convicted in any country for any criminal offences relating to fraud or financial impropriety or criminal misinterpretation or fail falsification of facts relating to any matter;
- that the Company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceedings;
- that the company does not have existing loan or financial liability with a bank, other financial institution or third party that is classified as doubtful, non-performing, bad or whose repayment portion has been outstanding for the last four (4) months.
- Company’s Audited Accounts for the last three (3) years (2021, 2022, 2023);
- Reference Letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed;
- Verifiable documentary evidence of at least three (3) similar jobs in the last five (5) years including Letter of Awards, Interim Payment/Valuation Certificate, Job Completion Certificates and Photographs of the projects.
Note: All documents for submission must be transmitted with a covering/forwarding letter under the Company’s/Firms Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No), and e-mail address. The Letterhead must bear the names and Nationalities of the Directors of the company at the bottom of the page, duly signed by the authorized officer of the firm.
- SUBMISSION OF EOI DOCUMENTS
Interested firms are to submit two (2) bound of Expression of Interest (EoI) documents separated by dividers and arranged as indicated above. The documents should be submitted in a sealed envelope and addressed to The Vice Chancellor, Federal University of Agriculture, P.M.B. 2240, Abeokuta, Ogun State and clearly marked with the name of the project and the Lot number). Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and drop in the designated Tender Box Box in the Office of the Head of Procurement Unit not later than 12:00 noon on Wednesday, 5th June, 2024.
- OPENING OF EOI
The EOI Documents Bids will be opened immediately after the deadline for submission at 12:00 noon on Wednesday, 5th June, 2024 at Room A119, Unity Building ‘A’ Federal University of Agriculture, Abeokuta in the presence of bidders or their representatives. Please ensure that you sign the EOI Submission Register on the day of submission at the office, Head of Procurement Unit, Room B203, Unity Building ‘B’ Federal University of Agriculture, P.M.B Abeokuta, as the University will not be held liable for misplaced or wrongly submitted EOIs. - GENERAL INFORMATION
- EOI must be in English Language and signed by an official authorised by the bidder.
- EOI submitted after the deadline for submission will be returned unopened.
- All costs will be borne by the bidders.
- The EOIs will be opened in the presence of CSOs and Professional bodies and covered by video recording; invitation link will be sent to bidder who chooses to join the EOI’s opening online
- Only shortlisted firms will be invited at a later date for collection of Request for Proposals;
- The Federal University of Agriculture, Abeokuta is not bound to pre-qualify any bidder and reserves the right to annul the Procurement Process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act, 2007.
